Bill established e-Services Consulting, Inc. in 2001 to provide technology management services to K-12 and higher education institutions and agencies. Bill wrote two successful Statewide Longitudinal Data Systems (SLDS) federal grant proposals for the Maine Department of Education resulting in awards of $10.5 million and served as the project director for the 2007 and 2009 ARRA Statewide Longitudinal Data System grants. He contracted with the state for twelve years managing the implementation of multiple data systems including the Maine Education Data Management System (MEDMS), the MEDMS Financial System, the Adult Education Management System and the Educator Credentialing System.

Bill is currently a member of the SLDS State Support Team under the Education Technical Assistance Program for the US Department of Education. His responsibilities include serving as the 2015 SLDS grant Priority Area Lead for the Fiscal Equity & Return on Investment priority and providing subject matter expertise for vendor and contract management..

Bill represented the Department of Education on the State Education and Employment Outcomes Task Force established by the Legislature in 2014. Prior to establishing e-Services Consulting, Inc. in 2001 he was the education industry principal for IBM Global Services in the Northeastern US. Bill holds a BA from Lafayette College and an MBA from Babson College.
